Provides life skills training, community support and advocacy to people who have a serious mental illness
Includes the following:

- coordination of care and services
- one-on-one counselling and support
- group treatment that is educational and supportive
- health education about mental disorders and use of medications
- therapeutic social and recreational planning
- participation in community development
- referral and advocacy services to other community agencies or partners
