- short term income assistance for the cost of shelter and basic needs
- offers limited emergency assistance and discretionary benefits

- helps individuals become and stay employed
- provides assistance with job search, basic education, employment placement, skills training, community participation
- assistance may be provided to client to cover certain related expenses such as transportation, child and clothing
